Looking to apply for a BTO (Build-To-Order) flat in Singapore? You’re not alone. These HDB flats are popular among first-time buyers due to their affordability and potential capital appreciation. However, applying for a BTO flat involves several steps, and missing any one of them can delay your chances.
This guide will walk you through the entire BTO application process — from checking eligibility to collecting your keys — in a simple, easy-to-understand way.
A BTO flat is a new HDB (Housing & Development Board) flat launched for sale before construction begins. Once you book your flat, you’ll wait about 3–5 years for it to be built.
Unlike resale flats, BTO flats are brand new, and they come at subsidized prices. They are ideal for young couples, newlyweds, and first-time homebuyers.
Before diving into the application, ensure you meet the eligibility criteria. HDB has specific rules about who can apply.
Main eligibility schemes:
Fiancé/Fiancée Scheme – for engaged couples planning to get married.
Married Couple Scheme – for already married couples.
Single Singapore Citizen Scheme – for singles aged 35 and above.
Joint Singles Scheme – for two to four single citizens.
Other requirements:
At least one applicant must be a Singapore Citizen.
The other applicant (if any) must be either a Citizen or a Permanent Resident.
Age: 21 years old and above (35 for singles).
Monthly household income must be within HDB’s income ceiling (e.g., $14,000 for 4-room flats).
HDB launches BTO flats four times a year — usually in February, May, August, and November.
You can check upcoming launches on the HDB website or subscribe to HDB's eAlert service.
Tip: Keep an eye out for mature vs non-mature estates. Flats in mature estates are more expensive but are better located. Flats in non-mature estates are more affordable and easier to secure.
Before you apply, prepare these key documents:
NRICs for all applicants
Proof of relationship (e.g., marriage or birth certificates)
Income documents (CPF contribution history, payslips, IRAS notices)
You’ll also need to know:
Whether you want to apply for any grants
Your preferred location and flat type
Whether you’re applying as a first-timer (you’ll have higher priority)
When the application window opens (usually one week per launch), head to the HDB website to apply online. It’s quick and simple.
You’ll need to:
Select your preferred project (you can only apply for one location per launch)
Choose your flat type (2-room, 3-room, 4-room, etc.)
Pay a $10 administrative fee
Important: You’ll be entered into a ballot system. The application doesn't guarantee you’ll get a flat — it just gives you a chance.
Once the application period closes, HDB will run a computerized ballot. This usually takes 3–4 weeks.
You’ll receive:
A queue number (if successful)
Or a notification that your application was unsuccessful
If you get a queue number, congratulations! But note: only the first few hundred applicants are likely to get a unit, especially in high-demand projects.
If your queue number is within the available units, HDB will invite you to book your flat. This usually happens within a month of the ballot results.
At your appointment:
Choose your flat (based on what’s still available)
Pay the option fee ($500 to $2,000 depending on flat type)
Submit income documents for grant assessment
Once your flat is booked, you’re officially on your way to owning your first home!
After booking your flat, you’ll need to secure financing.
You have two options:
HDB loan – For buyers with more limited income. Requires 10% down payment (can use CPF).
Bank loan – Requires at least 5% cash down payment and 20% total down payment.
You can also apply for CPF Housing Grants, such as:
Enhanced CPF Housing Grant (up to $80,000)
Family Grant
Proximity Housing Grant
Submit all documents quickly to avoid delays.
Now comes the long wait. BTO flats take about 3–5 years to complete.
While waiting:
Monitor construction updates via HDB’s portal
Start planning renovation, furniture, and home layout
If you're not yet married (under the Fiancé/Fiancée Scheme), you’ll need to register your marriage before key collection
Once your flat is ready, HDB will invite you to collect your keys. You’ll:
Make the final down payment
Sign your mortgage agreement
Attend a briefing and collect your keys
Now you can finally move in and make it your dream home!
Apply Early: Demand is high — early applications increase your chances.
Be Flexible: Have backup locations or flat types in mind.
Avoid Repeated Failures: After two unsuccessful tries, you may get priority in future launches.
Check Grants Carefully: Understand what you’re eligible for to reduce your upfront costs.
Applying for a BTO flat in Singapore is a structured process, but it’s not as overwhelming as it might seem. With some research and timely action, you’ll be able to secure your ideal flat — whether in a peaceful non-mature estate or a vibrant mature area.
